Summary
This memorandum directs the Attorney General, in consultation with the heads of executive departments and agencies, to investigate whether federal grant funds are being used to illegally support lobbying activities in violation of 31 U.S.C. 1352 and to take appropriate enforcement action. The Attorney General must report to the President on the progress of the investigation within 180 days of the memorandum's date of August 28, 2025.
