Summary

This memorandum directs the Director of the Office of Management and Budget and the United States Trade Representative, in coordination with the Federal Acquisition Regulatory Council, to identify Canadian origin items in the federal civil procurement system that can be removed or made non-available for purchase, in response to Canada's "Buy Canadian" procurement preferences. The Director must notify agencies of domestic alternatives to Canadian origin items and periodically update the President on implementation. The Trade Representative must monitor Canada's treatment of U.S. origin items in Canadian federal and provincial procurement markets and advise the President on any need for further action or for restoring a Canadian item's availability.
