Memorandum
Reciprocal Trade and Tariffs
Summary
This memorandum establishes the "Fair and Reciprocal Plan", under which the Administration will determine the equivalent of a reciprocal tariff for each foreign trading partner by examining tariffs, discriminatory taxes such as value-added taxes, nontariff barriers, exchange-rate practices, and other non-reciprocal arrangements. After the agency reports required by the America First Trade Policy Memorandum are submitted, the Secretary of Commerce and the United States Trade Representative, in consultation with other officials, must investigate harms from non-reciprocal trade arrangements and report proposed remedies to the President. The Director of the Office of Management and Budget must deliver a written assessment of fiscal and information-collection impacts within 180 days of February 13, 2025.
