Summary
Due to a prolonged lapse in congressional appropriations, the President has authorized the Secretary of War and the Director of the OMB to use any available Department of War funds to ensure continued payment of military personnel, safeguarding military readiness and national security. Once the appropriations lapse ends, funding accounts should be adjusted as permitted by law to maintain ongoing Department of War operations and activities in line with pre-lapse expenditure plans.
