Promoting Fair Competition in Livestock Markets and Expanding Market Access for American Meat Producers

This EO directs the Secretary of Agriculture to prioritize and expand enforcement of the Packers and Stockyards Act, increase USDA investigative resources, coordinate with the Department of Justice on antitrust referrals, and revise regulations to strengthen protections for livestock producers. It also directs the Secretary to expand interstate market access for eligible meat products through State-Federal cooperative inspection programs, technical assistance for small processors, and a guaranteed loan program for small and regional beef processors, and to submit three reports to the President within 60 days on enforcement plans, cooperative inspection program participation, and statutory barriers to interstate commerce for State-inspected meat.
