Proclamation
Strengthening Actions Taken To Adjust Imports of Aluminum, Steel, and Copper Into the United States
Summary
This proclamation modifies the section 232 tariff regimes on aluminum, steel, and copper established under Proclamations 9704, 9705, and 10962 so that, effective April 6, 2026, the additional ad valorem duties apply to the full customs value of covered articles regardless of metal content. It sets a 50 percent rate for articles listed in Annex I-A and a 25 percent rate for those in Annex I-B, with reduced rates for certain United Kingdom products and for derivatives made entirely of U.S.-origin metals, removes Annex II products from coverage, and applies transitional rates to Annex III products through December 31, 2027. It terminates the existing derivative-inclusion processes and instead authorizes the Secretary of Commerce and the United States Trade Representative to jointly add derivative articles to the tariffs on a rolling basis, requires importers to provide CBP with smelt-and-cast country information for copper articles, and directs the Secretary and the Trade Representative to provide the President an update within 90 days.
Deliverable
