EO 14377
Addressing State and Local Failures To Rebuild Los Angeles After Wildfire Disasters
Summary
This executive order directs the Secretary of Homeland Security, through the Administrator of FEMA, and the Administrator of the SBA to consider regulations preempting state and local permitting requirements that impede use of federal emergency-relief funds to rebuild after the Pacific Palisades and Eaton Canyon wildfires, replacing them with builder self-certification of compliance with substantive health and safety standards, with proposed rules due within 30 days and final rules within 90 days. It directs agency heads to expedite environmental, historic preservation, and natural resource reviews for federally funded rebuilding, requires legislative proposals within 90 days, and orders FEMA to review and audit California's nearly $3 billion in unspent Hazard Mitigation Grant Program funds within 60 days, followed by administrative determinations including possible recoupment.
