Summary

This proclamation exempts certain stationary sources listed in Annex I from compliance with specified requirements of the EPA's Coke Oven Rule (89 FR 55684) for two years beyond each of the Rule's relevant compliance dates, during which time those sources remain subject to the standards in effect before the Rule. Issued under section 112(i)(4) of the Clean Air Act, the proclamation rests on presidential determinations that the technology needed to comply with the Rule is not commercially available and that the exemption is in the national security interests of the United States.
