Memorandum
Actions by the United States in the Investigations Under Section 301 of the Trade Act of 1974 of the Acts, Policies, and Practices of 60 Economies Related to the Failure of Each Economy To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor
Summary
This memorandum directs the United States Trade Representative to impose Section 301 tariffs on goods of 60 economies found to have unreasonable acts, policies, or practices for failing to prohibit or effectively enforce a prohibition on importing goods produced with forced labor. Tariffs are set at 10 percent for 17 named economies, 12.5 percent for all others, and capped net of Most-Favored Nation rates for the European Union, Japan, Korea, Switzerland, and Taiwan, with product exemptions listed in an Annex. The Trade Representative is also directed to establish three-year tariff-rate quotas allowing certain textile and apparel goods of Bangladesh, Cambodia, Indonesia, and Malaysia to enter tariff-free, as soon as feasible, and to modify the Harmonized Tariff Schedule accordingly.
Deliverable

U.S. importers of textile and apparel goods from Bangladesh, Cambodia, Indonesia, and Malaysia to Pay the applicable 10 percent Section 301 tariff on specific textile and apparel imports of Bangladesh, Cambodia, Indonesia, and Malaysia until the tariff-rate quotas covering those goods are established (unclear).
