Proclamation
Adjusting Imports of Automobiles and Automobile Parts into the United States
Summary
This proclamation finds, under section 232 of the Trade Expansion Act of 1962, that imports of automobiles and certain automobile parts continue to threaten to impair U.S. national security, and imposes a 25 percent ad valorem tariff on articles listed in Annex I, effective April 3, 2025 for automobiles and no later than May 3, 2025 for automobile parts. Importers of USMCA-qualifying automobiles may seek Secretary of Commerce approval to apply the tariff only to non-U.S. content, with retroactive full-value tariffs if U.S. content is overstated. The Secretary of Commerce must establish a process within 90 days for adding automobile parts to the tariff's scope, including at the request of domestic producers, and shall continue monitoring imports; no drawback is available.
