Summary

This proclamation exempts certain commercial sterilization facilities identified in Annex I from compliance with the EPA's April 5, 2024 final rule on ethylene oxide emissions standards (89 FR 24090), extending each compliance deadline under that rule by 2 years, pursuant to section 112(i)(4) of the Clean Air Act. During each 2-year extension, the listed facilities remain subject to the emissions and compliance obligations in effect before the rule's issuance. The President determines that the technology required to implement the rule is not commercially available and that the exemption is in the national security interests of the United States.
