This proclamation marks the death of Senator Lindsey Graham by ordering that the flag of the United States be flown at half-staff at the White House, all public buildings and grounds, military posts, naval stations and vessels throughout the United States and its Territories, and at all U.S. embassies, consular offices, and other facilities abroad, until 6:00 p.m. on July 18, 2026.
