Modifying the Scope of the Reciprocal Tariffs With Respect to Certain Agricultural Products

This EO directs that certain agricultural products be exempted from reciprocal tariffs previously imposed to address national security concerns arising from persistent U.S. goods trade deficits, effective November 13, 2025, with corresponding updates to the Harmonized Tariff Schedule and refund procedures. Relevant officials will continue to monitor the situation and have authority to take further action as necessary, while all departments are directed to implement these changes in accordance with applicable law.
