Proclamation
Ensuring Affordable Beef for the American Consumer
Summary
This proclamation temporarily increases the aggregate in-quota quantity under the United States beef tariff-rate quota by 80,000 metric tons for calendar year 2026, applying only to lean beef trimmings under specified HTSUS statistical reporting numbers and allocated entirely to Argentina, citing inadequate domestic supply due to natural disaster and major national market disruption. The additional quantity is administered on a first-come, first-served basis in four quarterly tranches of 20,000 metric tons each, beginning February 13, 2026, and closing December 31, 2026. The proclamation directs the United States Trade Representative, in consultation with U.S. Customs and Border Protection, to make any additional HTSUS modifications needed to effectuate it, and directs the Secretary of Agriculture to continue monitoring domestic supply and recommend further action if necessary.
