Proclamation
Modifying the Bears Ears National Monument
Summary
This proclamation modifies the boundaries of the Bears Ears National Monument under the Antiquities Act, reducing the reservation established by Proclamation 10285 from approximately 1.36 million acres to approximately 121,096 acres comprising the Shash Jáá Unit and the Indian Creek Unit, and excluding approximately 1,238,904 acres. Sixty days after issuance, the excluded lands reopen to disposition under public land laws, mineral and geothermal leasing, and mining laws, subject to valid existing rights. It disbands the Bears Ears Commission, restructures the Monument advisory committee's membership, and directs the Secretaries of the Interior and Agriculture to jointly maintain a management plan, prepare a new transportation plan maximizing public access, and continue authorizing traditional uses such as livestock grazing.
