Implementing Schedule Policy/Career in the Excepted Service

This executive order implements Schedule Policy/Career in the excepted service by amending the Civil Service Rules and Regulations and further amending EO 13957 (Creating Schedule F in the Excepted Service) as amended by EO 14171 and EO 13562 as amended by EO 14217. It places the positions listed in the order's Appendix into Schedule Policy/Career, and directs agency heads to notify affected employees and conform agency records within 7 days. It also directs agency heads to set aside separate bonus pools for Schedule Policy/Career employees and directs the Director of the Office of Personnel Management to initiate a rulemaking creating a Presidential award program and, within 60 days, to issue revisions removing obsolete Civil Service Rules provisions.
