This EO creates a process by which cartels and other organizations will be designated as Foreign Terrorist Organizations or Specially Designated Global Terrorists.

Timeline
Within 14 days, Sec. of State shall make recommendation regarding designation of any cartel or other organization as Foreign Terrorist Organization or Specially Designated Global Terrorist. Within 14 days, the Attorney General and DHS shall take all appropriate action to make operational preparations regarding implementation of any decision the President makes.
