Summary

This executive order eliminates the additional 25 percent ad valorem duty on imports of articles of India imposed under EO 14329 (Addressing Threats to the United States by the Government of the Russian Federation), effective for goods entered or withdrawn for consumption on or after 12:01 a.m. EST on February 7, 2026, and terminates the corresponding Harmonized Tariff Schedule headings, with refunds of collected duties processed under standard U.S. Customs and Border Protection procedures. The President cites India's commitments to stop directly or indirectly importing Russian Federation oil, to purchase United States energy products, and to expand defense cooperation. The Secretary of Commerce, in coordination with the Secretaries of State and the Treasury, is directed to monitor whether India resumes importing Russian Federation oil, in which case the Secretary of State shall recommend whether the 25 percent duty should be reimposed.
