EO 14428
Providing Meaningful Water Quality Improvements Through Collaboration and Oversight of Federal Support
Summary
This executive order revokes EO 13508 (Chesapeake Bay Protection and Restoration), originally issued on May 12, 2009, citing progress in Chesapeake Bay water quality and the imposition by states and localities of stormwater management fees, or "rain taxes". It directs the Secretaries of War, the Interior, Agriculture, Commerce, and Homeland Security and the Administrator of the Environmental Protection Agency to assess their agencies' Chesapeake Bay support and redirect funding toward projects that directly reduce nutrient and sediment runoff. It also directs the Environmental Protection Agency to coordinate with Maryland, Virginia, Pennsylvania, Delaware, New York, West Virginia, and the District of Columbia to assess the burden of stormwater fees, explore alternatives that do not raise costs on residents, and encourage repeal of those fees.
