Summary

This EO states that it is the policy of the executive branch to "ensure Presidential supervision and control of the entire executive branch" and all executive agencies (including independent agencies) shall "submit for review all proposed and final significant regulatory actions to the Office of Information and Regulatory Affairs (OIRA) within the Executive Office of the President before publication in the Federal Register." This does not apply to the Board of Governors of the Federal Reserve System or to the Federal Open Market Committee. Definitions for various independent agencies and employees subject to this EO are provided. Director of OMB shall establish performance standards and management objectives for independent agency heads and report their performance and efficiency to the President periodically. Director of OMB shall also review independent regulatory agencies' obligations for consistency with the President's policies regularly and consult with agency chairmen to adjust agency actions as necessary and appropriate to advance the President's policies, which may include prohibiting expending of appropriations on particular activities. Further, the heads of independent regulatory agencies shall each establish a White House Liaison, regularly consult with directors of OMB, White House Domestic Policy, and White House National Economic Council, and submit strategic plans to the Director of OMB for clearance prior to finalization. Lastly, the President and the AG (subject to President's supervision and control) shall provide the authoritative interpretations of law for the executive branch, which is controlling on all executive employees in their official duties.
