Implementing the President's "Department of Government Efficiency" Workforce Optimization Initiative

This EO directs Director of OMB to submit a plan to reduce the size of the federal government's workforce through efficiency improvements and attrition. This plan must require each agency to hire no more than one employee for every four that depart. This EO does not apply to functions related to public safety, immigration enforcement, or law enforcement. Each agency must develop a hiring plan in compliance with this EO and cannot fill any vacancies that the DOGE team determines should not be filled, unless the agency head determines otherwise. Agency heads shall promptly undertake preparations to initiate large-scale reductions in force. OPM shall initiate a rulemaking process to revise 5 CFR 731.202(b) to include additional suitability criteria. This EO does not apply to military personnel, any positions deemed by agency heads to be necessary for national security, homeland security, or public safety, and any exemptions granted by Director of OPM.

OPM shall initiate a rulemaking to revise 731.202(b) (30 days); Agency heads shall submit to Director of OMB a report identifying any statutes that establish the agency and whether the agency or any of its subcomponents should be eliminated or consolidated (30 days); USDS Administrator shall submit a report to President regarding implementation of this order and any recommendations (240 days).
