Commitment to Countering Cartel Criminal Activity

This proclamation declares the Administration's commitment to dismantling criminal cartels and foreign terrorist organizations operating in the Western Hemisphere. It states that the United States and its allies should deprive these organizations of territory, financing, and resources; that the United States will train and mobilize partner nation militaries; and that external malign influences from outside the Western Hemisphere should be kept at bay. It also references the Americas Counter Cartel Coalition, established by the Secretary of War with representatives from 17 countries.
