EO 14319
Preventing Woke AI in the Federal Government
Summary
This executive order directs agency heads to procure only large language models developed in accordance with two "Unbiased AI Principles" — truth-seeking and ideological neutrality — barring procurement of LLMs that encode ideological agendas such as DEI. It directs the Director of the Office of Management and Budget, in consultation with the Administrator for Federal Procurement Policy, the Administrator of General Services, and the Director of the Office of Science and Technology Policy, to issue implementing guidance within 120 days, with exceptions permitted for national security systems. Agency heads must include compliance terms in new LLM contracts, including charging decommissioning costs to noncompliant vendors, revise existing contracts where practicable, and adopt compliance procedures within 90 days of the OMB guidance.
