Proclamation
Further Ensuring Affordable Beef for the American Consumer
Summary
This proclamation temporarily increases the in-quota quantity of the U.S. beef tariff-rate quota for lean beef trimmings by 300,000 metric tons for calendar year 2026, allocated entirely to "other countries or areas" and administered first come, first served in three 100,000 metric ton tranches opening September 1, October 1, and October 31, 2026, with the final tranche closing when filled or on November 30, 2026, whichever is earlier. It builds on Proclamation 11010 (Ensuring Affordable Beef for the American Consumer), which increased Argentina's in-quota amount by 80,000 metric tons, and leaves that allocation unaffected. The Secretary of Agriculture and the United States Trade Representative are directed to monitor domestic supply and whether the additional imports sell at 25 percent below the market price for lean beef trimmings, and U.S. Customs and Border Protection is directed to administer the increased quota.
