Summary

This memorandum directs all executive departments and agencies to take immediate steps to withdraw the United States from 35 non-UN international organizations, including the Intergovernmental Panel on Climate Change and the International Renewable Energy Agency, and 31 United Nations entities, including the UN Framework Convention on Climate Change and the UN Population Fund. For UN entities, withdrawal means ceasing participation in or funding to those entities to the extent permitted by law. It follows the Secretary of State's review conducted under EO 14199 (Withdrawing the United States from and Ending Funding to Certain United Nations Organizations and Reviewing United States Support to All International Organizations), and the Secretary of State is directed to provide implementation guidance to agencies.
