EO 14312
Providing for the Revocation of Syria Sanctions
Summary
This EO recalibrates U-S sanctions policy toward Syria in light of political changes under President Ahmed al-Sharaa. It ends the 2004 Syria national emergency and broad, economy-wide sanctions, yet strengthens and modernizes targeted measures against former Assad-era officials, human-rights violators, captagon traffickers, and obstructionists to Syria’s political transition. It directs the Departments of State, Treasury, and Commerce to use waiver, reporting, and regulatory authorities under the Caesar Act, the Syria Accountability Act, and the Chemical and Biological Weapons Act; to consider selective sanctions relief; to pursue new counter-terrorism designations; and to advance U-S goals at the United Nations—all while ensuring no benefit flows to terrorist groups or proliferators.
