Summary

This proclamation concurs with the Secretary of Commerce's finding under section 232 of the Trade Expansion Act that imports of processed critical minerals and their derivative products threaten to impair U.S. national security. It directs the Secretary of Commerce and the United States Trade Representative to jointly negotiate agreements with trading partners, considering price floors and other trade-restricting measures, and to provide the President a status update within 180 days. The Secretaries of Commerce and Homeland Security and the Trade Representative are authorized to issue implementing regulations, and the Secretary of Commerce must continue monitoring imports and advise on any need for further action, including possible future tariffs or minimum import prices.
