Summary
This EO amends EO 13603 (National Defense Resources Preparedness), issued March 16, 2012, to delegate certain Defense Production Act authority under section 203 to the Secretary of Energy in addition to the Secretary of Commerce, with each able to act independently. It also clarifies that section 2(a) of EO 14156 (Declaring a National Energy Emergency), issued January 20, 2025, requires an agency head to recommend action to the President only when the authority is vested in the President alone and has not been delegated.
