Proclamation
Adjusting Imports of Steel into the United States
Summary
This proclamation terminates the alternative agreements, quotas, and exemptions previously granted under the Section 232 steel tariff program to Argentina, Australia, Brazil, Canada, EU member countries, Japan, Mexico, South Korea, the United Kingdom, and Ukraine, so that as of March 12, 2025, all imports of steel articles and derivative steel articles from all countries are subject to the 25 percent ad valorem tariff proclaimed in Proclamation 9705 and Proclamation 9980. It expands the tariff to additional derivative steel articles listed in Annex I, except those made from steel melted and poured in the United States, and terminates the product exclusion process, effective immediately, with existing general approved exclusions ending March 12, 2025. The Secretary of Commerce must establish a process within 90 days for adding derivative steel articles to the tariff's scope, and U.S. Customs and Border Protection is directed to prioritize classification reviews and assess maximum penalties for misclassification, with no duty drawback available.
