Proclamation
Amendments to Adjusting Imports of Automobiles and Automobile Parts into the United States
Summary
This proclamation amends Proclamation 10908 (Adjusting Imports of Automobiles and Automobile Parts Into the United States) by creating an import adjustment offset against section 232 automobile parts tariffs for manufacturers that perform final assembly in the United States, equal to 3.75 percent of aggregate MSRP for automobiles assembled from April 3, 2025 through April 30, 2026, and 2.5 percent for those assembled from May 1, 2026 through April 30, 2027, capped at each manufacturer's parts tariff liability. It directs the Secretary of Commerce to establish an application process within 30 days, requiring manufacturers to submit production projections, tariff cost documentation, importer-of-record designations, and a senior-officer certification under penalty of perjury, and authorizes U.S. Customs and Border Protection to administer the offsets and assess maximum penalties for excess claims.
