Proclamation
Adjusting Imports of Semiconductors, Semiconductor Manufacturing Equipment, and Their Derivative Products Into the United States
Summary
This proclamation finds, based on a section 232 investigation by the Secretary of Commerce, that imports of semiconductors, semiconductor manufacturing equipment, and their derivative products threaten to impair U.S. national security. It imposes a 25 percent ad valorem tariff on certain advanced computing chips and derivative products ("Covered Products") effective January 15, 2026, exempting imports for uses including U.S. data centers, repairs, research and development, startups, and public sector applications. It also directs the Secretary of Commerce and the United States Trade Representative to pursue negotiations with foreign jurisdictions and update the President within 90 days, and requires the Secretary to provide a market update by July 1, 2026.
Deliverable
