Summary
This proclamation exempts certain coal- and oil-fired stationary sources, identified in Annex I, from compliance with the EPA's May 7, 2024 rule amending the Mercury and Air Toxics Standards (89 FR 38508) for a two-year period running from July 8, 2027, through July 8, 2029. During that period, the listed sources remain subject to the MATS as they existed before the 2024 rule. The President issues the exemption under section 112(i)(4) of the Clean Air Act, determining that the technology needed to comply with the rule is not commercially available and that the exemption is in the national security interests of the United States.
