This EO states that all officers or employees charged with implementing the foreign policy of the US must do so under the direction of the President and failure to implement the President's policy is grounds for professional discipline, including separation. When the Secretary of State concludes that an employee warrants personnel action, the Secretary may, at his or her discretion, refer the matter to the President. The Secretary shall reform the Foreign Service to ensure faithful implementation of the President's agenda, including recruiting, evaluation, retention standards, and update the manual and any other policies as needed.
