This executive order directs a whole-of-government approach to place-based economic development in "covered communities", including economically distressed regions, Community Disaster Resiliency Zones, and certain rural and Tribal areas. The Secretary of Commerce, acting through the Assistant Secretary for Economic Development, must coordinate federal investments across twelve implementing agencies and, within 1 year, improve community engagement, develop an interagency technical assistance network, and identify overlapping program geographies.
